MANDATE

The City Government of San Fernando, La Union affirms the national and international mandates and frameworks on gender equality and empowerment and localizes them under, among others Article 2 Section 14 of the 1987 Philippine Constitution, Republic Act (RA) 9710 or the Magna Carta of Women, RA 9262 or the Anti-Violence Against Women and their Children Act of 2004, RA 9208/10364 or the (Expanded) Anti-Trafficking in Persons Act of 2003/2012, RA 7160 or the Local Government Code of 1991, the General Appropriations Act, and international Commitments particularly the Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Platform for Action and the Sustainable Development Goals.

SCOPE

The GAD Office shall ensure that all GAD-related mandates are properly and completely implemented and monitored, including but not limited to identifying local legislative GESI agenda on gender, establishing and maintaining sex-disaggregated and other GESI data, developing IEC messages and materials on GESI, providing legal advice on VAWC-related cases, developing tools for evaluating gender- responsiveness of project/ activity proposals, conducting surveys and researches on gender and social inclusion issues in coordination with state universities and colleges, and leading the observance of national and international days for women and girls.

To provide gender-responsive governance through innovative and people-centered policies and services accessible to all.

GOALS AND OBJECTIVES

Improved capacity of city government employees and barangay officials to plan, implement, and monitor gender-responsive programs and services; and gender-related ordinances.

Functional gender responsive Monitoring and Evaluation (M&E) System 

Enhanced gender-responsive programs and services of the City Government

Increased participation of women in STEM field of study

Reduced vulnerability of women, children, people with disabilities, and others to all forms of gender-based violence in the City of San Fernando
